Lindsborg approves annual GAAP waivers after auditor counsel; council cites KMAAG practicality

The Lindsborg City Council approved two resolutions on Jan. 5 authorizing the city to operate under the Kansas Municipal Audit and Accounting Guide (KMAAG) rather than Generally Accepted Accounting Principles (GAAP). Councilmember Lysa Palmer-Augusta moved to approve Resolution 01-2026 (retroactive waiver for 2025); Council President Rebecca Van Der Wege seconded. The motion passed 6-0 by roll call vote. The council then approved Resolution 02-2026 authorizing the waiver for 2026 by the same vote.
City staff sought guidance from the city's auditor, Danielle Hollingshead of Adams Brown, who told council: "A city your size does not typically have the staffing capacity to accurately keep up with GAAP. You have to stay on top of all the new GASB standards coming out, which changes policy and reporting. KMAAG is a simplified method of accounting, more user friendly to the average reader, and cost effective. It also has very few changes over the years but is reviewed annually for updates. The [separate] audit report of KMAAG is around 30-40 pages, if you did a true ACFR its 100+ pages." The minutes record the auditor's advice as part of the staff recommendation to approve the waivers.
Staff also noted that while a charter ordinance in the city's code exists on the subject, the KMAAG Board does not accept charter ordinances as a substitute for the annual approval requirement under KMAAG, so council action was requested. Both resolutions were adopted with recorded 6-0 roll call votes.
