Councilmember Andrew Smith moved to accept Vance Brothers’ proposal; the motion passed unanimously by roll call vote.
City staff described the chip-seal process — applying hot asphalt emulsion followed by aggregate, compacting with a pneumatic roller, and subsequent sweeping — and said the work is intended to extend pavement life by sealing surface defects and preventing moisture infiltration.
