Lindsborg council adopts ordinance passing MASWU 5% increase to customers, updates electric fee schedule

The Lindsborg City Council adopted Ordinance No. 5570 on Jan. 5, 2026, updating the municipal fee schedule to reflect a 5% increase in polycart charges passed through from McPherson Area Solid Waste (MASWU) and to include electric rates already established for 2026. Council President Rebecca Van Der Wege moved to approve the ordinance; Councilmember Kirsten Bruce seconded and the motion passed 6-0 by roll call vote.
City staff said MASWU notified member cities of a 5% rate increase at its annual meeting and recommended passing the full increase to end users. The updated monthly polycart charges published in the agenda are: 1 cart $19.75; 2 carts $29.75; 3 carts $44.25; 4 carts $58.25; 5 carts $72.75. Staff also noted the agenda included a redlined Exhibit A showing prior and new rates.
The ordinance also adds 2026 electric rates previously established under Ordinance No. 5332. Staff reported that the Electric Power Cost Adjustment (PCA), which had been used to replenish the reserve paying for a substation upgrade, is no longer required because the reserve has been fully restored and current energy costs no longer require a PCA. Councilmembers did not propose amendments during the discussion and voted to adopt the ordinance as presented.
The ordinance was recorded as adopted by a 6-0 roll call vote; no additional implementation tasks or follow-up dates were specified in the minutes.
