Key Colony Beach approves $51,435.87 change order to demolish existing slab

At a special meeting on April 1, 2026, the Key Colony Beach City Commission voted unanimously to approve a change order for Pedro Falcon Construction totaling $51,435.87 to demolish and remove an existing concrete slab while leaving the pin piles in place.

Vice‑Mayor Doug Colonell described the current slab condition and said the work would proceed in phases. The change order as approved covers demolition and removal only; Colonell said any proposed deduct for crushed stone would be provided to the commission when that information is available. City Attorney Scott Black advised the commission that demolition would allow staff to document existing conditions, complete inspections and continue design work. Black also said the former contractor may have contractual rights to inspect and potentially attempt to cure defects, but the City was not required to delay demolition pending such actions.

Mayor Freddie Foster made the motion to approve the change order and Commissioner Kirk Diehl seconded. The motion passed on a unanimous roll call vote. The commission directed Vice‑Mayor Colonell and the contractor to determine whether crushed stone was required as part of follow‑up work. City staff said the contractor would provide a schedule for submission to the other party and that a future replacement change order could address remaining scope and reuse of any pin piles if appropriate.
