Council awards CDBG administration and inspection work to SCKEDD; approves $35,000 administration fee

Staff opened sealed bids for CDBG housing rehabilitation grant services. For grant administration, Council received two proposals: South Central Kansas Economic Development District (SCKEDD) with a maximum fee of $35,000 plus $4,000 local funds for the environmental review, and Witt O’Brien’s at $34,300 which did not break out an environmental review fee. Council approved the SCKEDD bid for administration services to be funded through the grant if awarded.
For inspection and risk assessment services, the City received a single proposal from SCKEDD with per-dwelling pricing for Housing Quality Standards inspections ($2,000), lead-based paint risk assessments ($2,500), lead-based paint clearance ($1,000), radon assessments and clearances ($750 each), and demolition inspection ($1,500). Council approved the inspection and risk assessment services from SCKEDD and provided the required single-source letter to the Department of Commerce.
