AI "factories" could strain Sunnyvale's air, water and wastewater systems, expert warns

Meshika Allgood, an AI ethicist and founder of Ally Consulting, told the Sunnyvale Sustainability Commission on July 20 that the next generation of large-scale data centers—what she called "AI factories"—are fundamentally different from traditional data centers and pose significant air- and water-quality risks.
"AI data centers run high intensity workloads around the clock on chips that generate intense heat," Allgood said, explaining that facilities often run on GPUs, not CPUs, and can draw "20 megawatts or more" and contain "thousands to hundreds of thousands of GPUs." She said those facilities may require cooling systems that evaporate large volumes of water and backup power systems that emit diesel and other pollutants.
Allgood said backup and "bring-your-own-power" plants are common because AI facilities aim for 99.999% uptime; the result, she said, is reliance on industrial diesel or natural‑gas generators that emit PM2.5, nitrogen oxides and other pollutants. "Those generators emit as much pollution as a diesel locomotive," she said.
The presentation highlighted gaps in current local planning documents: Sunnyvale's GHG guidance uses a 2019 emissions inventory that Allgood said needs revision to account for diesel generator usage, and the city's recycled-water planning does not anticipate data-center demand. She noted Sunnyvale's recycled‑water system supplies about "1,000,000 gallons per day," and warned that evaporative cooling can consume "hundreds of thousands to millions of gallons of water per day during the hottest months."
Why it matters: commissioners and members of the public pressed for clarity about whether Sunnyvale should impose local requirements or wait for state action. Allgood urged cities to act now: "Take your time," she told commissioners, saying speed is not an advantage for cities weighing permitting decisions.
The commission did not take regulatory action at the meeting; commissioners asked staff about next steps for investigating the city's planning assumptions and possible council-level priorities.
