OWEB clarifies operations funding is one‑time; chair Kramer to retire at year end

Renee (OWEB) clarified details about the legislative packages: both the grant funds and the operations dollars for the Oregon Agricultural Heritage Program are one‑time allocations and not permanently built into OWEB’s base budget. She said the operations funding covers portions of two positions across the biennium, which leaves the program not fully staffed for the full two years.
"This is not the case on either the grants or operation side" as permanent funding, Renee told the commission. Staff said they will continue to monitor revenue forecasts and legislative channels to support staffing and program continuity.
Taylor Larson also announced that Chair Doug Kramer will step down at the end of the year; OWEB will begin recruitment for a farmer/rancher seat nominated by the board of agriculture and asked commissioners to suggest candidates.
