Staff explained that the council capacity grants are governed both by Oregon Administrative Rules (eligibility) and board‑adopted guidance (merit criteria), and that a secondary merit interview can change staff recommendations when questions arise.
Board members debated whether strict merit criteria unintentionally penalize councils that lacked recent funding or staff (Sandy River had been without capacity funding for two biennia but had rebuilt governance) versus councils that lacked active boards and staff (Umatilla). Brian Walcott, capacity and acquisitions coordinator, explained the recommendation details including merger bonuses: “One council is recommended to be funded at the higher merger funding rate … and that comes out to $439,600 for the Rogue River Watershed Council.” The motion to award the grants as recommended (award date 07/01/2025) passed after roll call; the meeting record shows two nays and the motion carried.
