John presented changes to the data-reporting section of the draft rule: the department raised the premium threshold to $1,000,000 and moved the first required report to 2028, then proposed biennial reporting (2028, 2030, 2032) so the initial submissions would be more informative. "Each insurer meeting the premium threshold must report to DFR by 2028," John said while reviewing the redraft.
Joel of United Policyholders cautioned that counting inquiries against every premium increase (many of which are due to routine inflation) will understate the rule's effect; he recommended that the department separately measure instances of actual rate increases and count inquiries relative to those. Michelle asked for absolute counts as well as percentages; Jesse clarified staff wants both the number of policyholders who asked for explanations and details about the premium increases those requesters experienced.
Staff asked stakeholders to propose clearer reporting fields in writing so the department can balance useful metrics with the burden on carriers.
