A representative of Friends of Ottumwa Parks told the council the project scope is nine courts in a 3-by-3 configuration. "Our current phase-1 fundraising goal now is $218,000 and 500. To date, we have raised approximately 75% of that goal. We only have approximately $57,000 remaining to raise before the construction can begin," the representative said. The memorandum of understanding requires construction not start until all phase-1 funds are secured. Parks Director Jean Rasche and the city's engineering staff reviewed site layout and supported the partnership; the Parks Advisory Board previously approved the agreement.
Council approved Resolution 1632026 to authorize the agreement and allow the mayor to sign. Project supporters said the courts will be tournament-friendly and could attract visitors; fundraising and final contractor scheduling remain outstanding before construction begins.
