City staff said Home Forward's proposal for workforce housing has been revised from 94 units to 85 units, and that parking calculations have been a central issue in negotiations. "Some people might not know it went from 94 units to 85 units," Community Development Director David Berneker said, adding that parking was the primary issue and that recent state legislation has reduced local parking mandates for multifamily workforce housing.
Berneker described a negotiated approach that adds parking near 2nd Street and provides a mix of public and project parking; he estimated the collective ratio could be about 1.7 spaces per unit when added public spaces are included. Members asked about access from 4th Street and whether new street parking would be used; staff said most added public parking would be on 2nd Street and that the project is not a gated community. Berneker warned that if the parties do not reach a development agreement, the application could go to planning commission and be subject to appeals that would be costly and difficult given state law changes.
