City staff seeks ENA with Capstone to explore Town Center redevelopment; possible council action July 11

David Berneker, Troutdale's Community Development Director, told the Town Center Advisory Board that staff plans to seek Urban Renewal Agency authorization on July 11 to enter an executive negotiation agreement (ENA) with Capstone, a developer the city has engaged to explore potential redevelopment of the mall area. "The ENA is basically Capstone ... to enter into an agreement with the city and to go forth and have a conversation with the owner of the shopping center to see if anything can happen," Berneker said.
Berneker described the ENA as an early-phase step—not a binding development agreement—intended to establish whether Capstone and the outlet mall owner (Time Equities) can reach a concept that merits detailed design and a development agreement. He said staff has set aside roughly 120 days for the exploratory talks and that if a concept coalesces staff and the development team would return to the Urban Renewal Agency and city council with next steps, public outreach and design work.
