Staff: Mesa to hire consultant and clean up code on development impact fees

City staff told the council the city’s historic public‑safety impact fees have already ended under existing code language and that the current proposal is a code cleanup to remove outdated numeric entries and prepare for a new impact‑fee study.
"The current code says that the impact fees automatically end upon the payment of the debt," a staff member said, adding that the proposed action removes a table of numeric fees. Brian Richel, director of the Office of Management and Budget, explained the background: state law changed in 2012 and made impact‑fee studies more demanding, so the city previously collected fees only until eligible debt was satisfied. Richel said staff is now seeking a consultant to evaluate new impact fees under current state requirements.
Another staff speaker told the council the consultant will help ensure that any future fees meet state statutory requirements and that the goal is to have growth pay for growth rather than shift costs to current ratepayers. Council members said the explanation was helpful and noted the item is scheduled for introduction with adoption anticipated the following week.
