Planner Mary J Prakash summarized that the update increases lot coverage allowances modestly, clarifies exceptions and alternative compliance paths, and adjusts green building program tables for 2026. Vice Mayor Mellinger and other councilmembers asked whether the standards would allow recessed or flush windows and how the rules interact with rooftop solar; staff said windows that are flush with wall planes are permitted and confirmed standards were written not to preclude solar installation. Council added a rider asking staff to return with a two‑year implementation report (to evaluate any unintended energy or permit impacts). The motion to adopt carried unanimously.
