Council adopts airport rates-and-charges schedule and mobile food fees after KSA study

Kelly Reid, Stillwater Regional Airport Director, introduced a rates-and-charges study prepared by KSA. Paula Jordan of KSA summarized the consultant’s findings, including a theoretical fully recovered landing fee of "$29.52 per thousand pounds" if all costs were recovered, a recommended signatory landing-rate band of $0.95 to $1.50 per thousand pounds, tie‑down fee increases (recommendation: $15 overnight and $150/month), proposed T‑hangar guidance and a recommended $0.75 per enplaned passenger employment fee to help cover nonrental terminal costs.
City staff told the council they plan to implement some fees incrementally and continue using the study to inform periodic adjustments. Council adopted Resolution CC-2026-19 (which also adds mobile food establishment fees to the city’s book of fees), vote 4–0. Airport staff and KSA noted the terminal soft opening is scheduled for August 12 and a grand opening on August 19; paid parking is planned for the paved lots near the new terminal with other lots remaining free.
