Sarpy County wastewater agency reports progress in D.C. outreach, schedules PFM presentation

Administrator Dan Hoyts told the board the agency’s outreach in Washington, D.C., produced concrete submissions and engagement with federal offices. "Congressman Bacon's office confirmed that they did submit the full 4.9," Hoyts said, and he added that Senator Fisher's office also submitted a request though "we have yet to see the full text" from the Interior subcommittee as the FY2027 process moves forward.
Hoyts said the next key step is local review and policy work tied to a draft study PFM submitted to administrators on June 30. He summarized three policy questions embedded in the PFM work: whether the agency should allow reimbursements to members who pioneer agency lines using agency connection fees; whether the agency should borrow the full $45,000,000 identified in the study; and whether the agency should establish a debt-service reserve fund seeded with excess revenues. Hoyts said administrators will meet with PFM on Aug. 6 to review findings and policy recommendations and that staff will bring proposals to the board after reaching consensus at the administrator level.
The report is marked draft; Hoyts agreed to share the June 30 study with municipal administrators and board members so mayors are aware before external contacts with developers.
