Council suspended the rules and adopted the Highland Square Special Improvement District (SID) Incorporated Services Plan for 2026–2029 after committee support and public comment from Highland Square residents.
Councilman Kammer said the petition included about 60% of the required frontage signatures to levy assessments and thanked city economic-development staff and property owners. "This is a petition with signatures of about 60% of the frontage that is required for, to levy assessments to fund the service plan," he said while asking for passage. Council voted to suspend the rules and passed the ordinance by a 13–0 tally; a companion resolution declaring it necessary to levy assessments also passed 13–0. The resolution will trigger notice to property owners and allow filing of objections with the assessment equalization board.
Supporters said the SID will fund neighborhood services, beautification and safety improvements; opponents were not recorded during the vote. The council directed staff to proceed with notice and assessment procedures required under the ordinance and resolution.
