City planning staff told commissioners the ongoing rewrite of the city’s zoning code (originally enacted in 1963 and amended over decades) requires additional technical work: official digital zoning and future land-use maps, more commissioner workshops, and public engagement sessions. Director Cameron said mapping and final drafting remain outstanding and that staff is renegotiating scope and cost with consultants.
Commissioners raised questions about omissions from the original contract (notably map production), the precise scope of additional work and whether the city had adequate internal resources to host public outreach. Procurement Director Pennock asked for further review of the proposed amendment. The commission voted to send the request back to procurement/committee for additional review rather than approve the funding on the floor.
