County approves $1.3 million HOME loan for 50-unit Willowbrook Commons senior apartments; Greensburg added to housing consortium

Commissioners approved a HOME Investment Partnerships loan agreement with Willowbrook Senior Housing LP in the amount of $1,300,000 to support construction of Willowbrook Commons, a proposed 50-unit affordable rental project for seniors in Rostraver Township. The motion was presented during the Planning section and adopted unanimously.
The board also approved an amendment to the Westmoreland County Housing Consortium Cooperation Agreement to add the City of Greensburg to the consortium effective FY 2027 through FY 2029. County staff described the HOME loan as direct funding to support construction of affordable senior housing in Rostraver Township and authorized execution of the required documents.
