Staff described an environmental engineering estimate of $45,000 for engineering work and told the board a full remediation could cost between $500,000 and $1,000,000 depending on the investigation. “They, just for the engineering, it's $45,000… it could be anywhere from 500,000 to 1,000,000,” the staff member said during public comment. Board members agreed the town should at least go on record seeking the maximum grant amount if the documentation supports it.
Board members and residents said the brick façade has deteriorated after being painted with non‑breathable lead paint and that a grant application was the most feasible path. The board voted by voice to authorize the $5,200 pre‑design expense so staff can obtain the engineering deliverable needed to submit a formal grant application.
The chair noted the town has a limited submission window and said the pre‑design fee would be the initial, reimbursable step to determine project scope. Staff added that, if the grant is awarded, later phases would move to contract‑based procurement and that the $5,200 would generate the documentation to support a larger bid.
