City electric/plant staff described a tour of the power plant and recommended starting asbestos abatement in the oldest part of the facility. Two contractors provided quotes; ISI (a contractor the city has used previously) quoted $50,000 to remove approximately 2,000 linear feet. The commission voted to approve the ISI contract and allocate $50,000 for the initial abatement work.
Staff cautioned that complete removal of all asbestos in the plant would cost substantially more—about $600,000 per a prior request-for-proposals—and recommended staged remediation to avoid interrupting plant operations or unnecessarily replacing components that remain in use. The motion passed by voice vote and staff will proceed with contractor scheduling and scope implementation.
