Residents press city for completion schedule after West Mountain stormwater work stalls

Kelly requested a written update; council asked staff to provide a clear explanation to residents about which contractor completed each phase and when final restoration would occur.
No enforcement action or funding change was made during the meeting; residents were told staff would return a written status report and follow up at caucus.
