Palm Springs ARC unanimously approves 92,400-sq-ft self-storage at 900 N. Farrell Drive with design tweaks

The Palm Springs Architectural Review Committee voted unanimously July 20 to grant a major development permit for a two-story, 92,400-square-foot self-storage facility proposed by Legacy Built Investments and Development LLC at 900 North Farrell Drive (APN 507-350-047, zone M1P; case AR2026-0010). Committee members approved the staff recommendation with a design modification directing the applicant to alter several corner elements to align with the roof parapet.

Alex, planning staff, described the project and the revised materials and landscape plan, noting staff recommended approval subject to the conditions in the staff report. The plan increases the number and size of shrubs along Farrell Drive (sizes noted as 5–15 gallon) and adds berming intended to reduce the building’s visibility from the street once plantings mature. Eric Foss, representing Legacy Built, said the building was designed to be somewhat visible and noted, "We're approved for 35 feet," and that the project itself measures about 34 feet in the applicant’s presentation.

Committee members focused discussion on the front corner elements after reviewing the updated renderings. One member proposed bringing the northwest and southwest corner elements down to the parapet height while raising the opposite corners to create a consistent architectural language; that motion to approve the application with those modifications was seconded and carried in a roll-call vote. The Clerk recorded the vote as: Chair O'Donnell—yes; Member Castro—yes; Member Dillon—yes; Member Elliott—yes; Member Walsh—yes; Member Rosman—yes.

The committee noted this was the third ARC review of the project and that City policy limits legislative bodies to no more than three hearings on the same item, so a decision was required at this meeting. Staff will finalize conditions of approval and next steps for permit processing.
