Finance staff McVay told council the city had been awarded $429,836 from the New Mexico Department of Transportation’s Local Government Road Fund for design of roadway reconstruction and drainage improvements on Railroad Street (design-only scope). McVay said the project limits include Railroad Street from North Avenue B to East Juniper Street and from North Boston to East Line Street, and that the city’s matching share would be $107,459 while NMDOT’s portion would be $322,377.
Council approved authorizing the cooperative agreement and then voted to allow staff to submit a hardship waiver request asking NMDOT to cover the $107,459 match; McVay cautioned that the waiver is not guaranteed. Councilors asked whether retention ponds or drainage elements are included; staff said the design scope covers drainage improvements and that further details would be determined by the design consultant and Santech.
