Juvenile Detention Board approves Feb. 23 minutes; director reports on population and incidents

At its April 27 meeting the Westmoreland County Juvenile Detention Board unanimously approved prior minutes and received a director's report showing 8 residents in a 16-bed facility, 26 admissions in 2026, and 23 incident reports since Jan. 1. Staff also reported facility and fiscal updates.
Controller Jeffrey Balzer called the Westmoreland County Juvenile Detention Board to order at 10:00 a.m. on April 27, 2026. The board recorded members present and moved to routine business: Commissioner Sean Kertes moved to approve the minutes of the February 23, 2026 meeting; Judge Bononi seconded and the motion passed unanimously.
During the director's report, staff said the facility had 8 residents of 16 beds available and reported 26 admissions in 2026 (0 out-of-county). Staff noted 23 incident reports since Jan. 1, with 19 occurring between Feb. 23 and Apr. 27, including 4 resident assaults and a mix of medical- and mental-health incidents. Staff also reported the facility door project is complete, maintenance-bond closing paperwork is being finalized and state fiscal packets for Act 148 and IV-E were submitted on April 15, 2026. Commissioner Sean Kertes moved to adjourn at the end of the agenda; Commissioner Ted Kopas seconded and the adjournment was unanimous.
