Borges said the district's assessment excluded qualified existing square footage and that the county assessor's records would support his claim of an overcharge of $3,400. He said he requested the legal basis for the denial and, after follow-up, received inconsistent responses and inadequate records. Borges asked the board to exercise oversight and review the matter; he said his next option might be filing a petition for writ of mandate if the complaint is not addressed.
