Board approves Franklin High SPSA after parents and site council debate

Trustees approved the Franklin High School Site Plan for Student Achievement (SPSA) after a presentation outlining a multi-step engagement and review process.
Public commenters raised concerns. Angeles Romero de Cortez said she did not receive SPSA materials in Spanish and repeated an allegation that a staff member "falsified" last year's SPSA paperwork. "The minutes of July 10 are not clear yet, and I still don't have what is it gonna be approved for today's meeting in the SIPSA paperwork," she said. Jesus Garcia, identified himself as president of the Franklin school site council and asked trustees to consider the impact of delaying approval, saying withholding the plan could affect "over a 700 students." Jennifer Brown, also of the school site council, said the council met for 3.5 hours, voted unanimously and recommended approval.
Ashley Freitas presented the process the site council used: a comprehensive needs assessment, draft review, engagement sessions (including a July 8 parent engagement), and a July 10 site council vote that she said approved the plan 9-0 in attendance. Trustees requested documentation of outreach and a sign-in sheet; Freitas said staff would provide the sign-in sheet and noted it was not included in the agenda packet because it contains student information. After discussion, the board voted to approve the Franklin SPSA (motion passed 6-0, trustee Silva absent).
