Finance Director Dan Winnick outlined recent capital work the city has paid for and said the council’s direction to levy for infrastructure has materially improved the city’s asset condition. He listed projects including Housie Park improvements, Polar Park playground equipment, the 2025 pavement preservation and a bonded 2025 street and utility project, noting that the city has increased spending on preservation and equipment to replace aging vehicles.
Winnick emphasized the shift to paying for more infrastructure in cash rather than debt and described the program as “spending over $2,000,000 a year to be able to take care of our streets.” He said the capital improvement plan and 10‑year financial planning guided those choices and that road condition ratings and new park investments reflect the change in approach.
