The Gladstone City Council voted to award a public improvement contract to K and L Industries Inc. to construct a paved loop trail in Gladstone Nature Park. Public Works Director Silas Richardson told the council the recommended contract includes the base bid plus a 25% contingency to allow for up to five resting intervals and to protect against unexpected costs.
Richardson described the project as a replacement of an existing bark‑chip path with a 6‑foot‑wide, approximately 987‑foot paved trail that will form a continuous loop and improve accessibility. He said the city's RFP drew seven proposals and the lowest bid was $97,190; staff recommended adding a 25% contingency of $23,547.50 for a not‑to‑exceed total of $120,737.50. Administrator Betts said the project is funded by an Oregon Parks and Recreation Department Land and Water Conservation Fund grant ($237,000) with the required city match drawn from the park systems and improvement fund ($118,000).
Councilors asked about excavation, ADA compliance, trail longevity and possible conflicts with bicycles or e‑bikes; Richardson said the design uses an engineered subgrade intended to extend life and meet accessibility standards. Councilor Garlington moved to award the contract; council approved the motion by roll call. Staff said construction would begin promptly with a projected completion by the end of November and that remaining elements (picnic shelter, restrooms) are funded separately through other grants.
