Staff outlines using 2022 Transportation System Plan to build an annual CIP and joint review process

City staff urged the Public Works Committee to use the adopted 2022 Transportation System Plan (TSP) as the foundation for an annual capital improvement plan (CIP) and proposed a joint schedule with the Planning Commission and Finance to vet priorities before Council consideration.
"The goals are preserve Cannon Beach seaside village charm, balance the needs of different transportation system users, enhance safety and emergency preparedness, foster a sustainable transportation system, promote environmental conservation and protection by reducing greenhouse gas emissions," Jeff Anders said while summarizing the TSP goals. He described the TSP's structure—58 strategies divided into near-, medium- and long-range priorities and both constrained and unconstrained cost estimates—and said staff intend to pull priority projects into a yearly CIP for Council review.
Staff proposed a joint public process (Public Works + Planning Commission), including a September–November window for public review and a report to City Council that would inform the Council retreat and subsequent budget process. Jeff and other staff emphasized the need for a transparent, repeatable process to gather public requests during the summer and categorize them for the CIP so recurring issues (for example, downtown parking or crossing requests) appear in the priority list.
Committee members asked questions about authority for adoption and role distribution; staff clarified the Council adopts the CIP and directs the city manager on implementation. Staff will bring a draft process and a simple spreadsheet of categorized public input to future committee meetings to inform joint sessions and public hearings required by the code.
