The Russell Springs City Council adopted Ordinance 2026-03 on June 30 to amend the fiscal 2025-26 budget after the clerk read higher-than-projected carryover figures across multiple funds. City Clerk Christopher Ramsey noted that several funds carried amounts forward that exceeded earlier estimates, including a municipal road aid carryover of $107,418, a fire equipment fund carryover of $117,110, ABC funds of $77,786, drug forfeiture $40,551, development corporation carryover $141,329, cemetery fund $70,355, and a water/sewer maintenance carryover of $832,714.
During the reading the clerk recited a large utilities figure that, as read, appeared unusually large in the transcript. The council proceeded to vote on the amendment; the motion to adopt Ordinance 2026-03 passed on a unanimous recorded roll call. The clerk stated the second reading occurred June 30 with a publication date of July 9 for the ordinance.
