City manager previews Oktoberfest logistics, reports franchise talks and a state nomination

City Manager Mark Daniels briefed council on staffing and event preparations, saying two police officer candidates are moving through the hiring process and that volunteers (LDS church and Oktoberfest organizers) will repair the gazebo on Sept. 9 with donated materials. He said for Oktoberfest the city will have two camera trailers provided under an intergovernmental agreement with the Eugene Police Department and that the Oregon Department of Justice and FBI had provided a threat assessment to support planning.
Daniels also told council he discovered a possible Comcast franchise agreement violation and is working with Comcast and the city attorney to resolve it; he said PGE has initiated pre-franchise discussions and provided an example agreement. He concluded by noting his nomination by the governor to the Oregon State Board on Police Standards and Training and that his confirmation hearing is scheduled for Sept. 27.
