City staff said the project replaces approximately 854 feet of aging 8-inch cast iron pipe between 115 and 423 South Main Street because of repeated failures and repairs; Westech Engineering recommended the low bid for award.
Staff told the council the project will start no earlier than Oct. 9 but no later than Dec. 15 and will allow 75 days for substantial completion. Councilors discussed raising contingency from 5% to 10% so change orders would not force a return to council; the motion ultimately set the contingency at $35,000. Staff also explained that using ARPA funds for the project could reduce money available for small community projects (a basketball court, a generator, and 3D printers), and that any additional appropriation beyond the contingency would require a supplemental budget or transfer resolution.
