City staff told council that current code already addresses abandoned or inoperable vehicles and that the proposed change would target drivable vehicles that homeowners choose to park in yards rather than on driveways. Staff said they can draft suggested language and return options for council consideration at a future meeting. Councilors discussed enforcement challenges and temporary exceptions for events such as Oktoberfest; staff said enforcement timelines and screening options (fences or other visual screening) would be part of the options returned to council.
