He acknowledged the board “take[s] very seriously, the budget status, and the effect that it has on the citizens in town,” and added, "There are people that are gonna feel these cuts."
Morrison defended the process, saying, "These budget cuts are not arbitrary. They're not capricious. They're certainly not retaliatory."
