Staff described the site plan—fuel pumps and underground tanks, an RV dump station, a drive‑through storefront concept and a car wash—along with required right‑of‑way dedication on Highway 112/138 and truck‑route accommodations; staff noted coordination with UDOT for access points.
Brent Neil, representing Holiday Oil, explained the proposed drive‑through will be a specialty ‘sweet‑shop’ concept limited to specialty drinks and snacks and not the sale of fuel via the drive‑through. Council members asked about lighting, landscaping and timing; the applicant said photometric and signage plans will be submitted and that construction could begin as soon as mid‑July with an anticipated December opening. Council moved, seconded and approved Resolution 2026‑39 by voice vote. "We're excited to have you," Mayor Hammond said after the vote.
