Spencer Peacock (CFR) walked through two exceptions tabs (health professional shortage areas and low-income ZIP codes), described the HRSA-derived reason list and the ability to report which standards (time, distance, wait) were not met, and listed common reasons (lack of available providers, unwillingness to contract, departure/closure). He said carriers may attach contracting documents and mark mitigating measures in the template.
Gary asked how far back carriers must produce documentation of their contracting efforts; Spencer said the division will discuss the scope internally and follow up with an answer.
