Magistrate explains quasi-judicial process, swears witnesses and tentatively schedules upcoming hearing dates

The Special Magistrate opened the special magistrate hearing for the Town of Highland Beach and explained the process to those attending, saying the hearing is quasi-judicial (formal rules of evidence do not apply) and that all testimony is taken under oath and subject to perjury penalties. A notary administered the oath to anyone who expected to testify.
The magistrate noted that minutes from Nov. 12 were "hereby executed and approved on this 22nd day of July." At the end of the docket the clerk and magistrate discussed upcoming meeting dates for September through December, noted an August conflict because of a local election, and tentatively set dates (the magistrate said he would mark them on his calendar).
