County staff seeks quick authority to apply for FAA discretionary and entitlement grants for runway shift

Diane Jackson, Pitkin County airport director, summarized several Federal Aviation Administration funding streams tied to the county's planned runway shift and reconstruction. Jackson told commissioners the county previously secured roughly $9.6 million in bill-funded funds and about $10 million including CDOT contributions for partial design work, and that a second request (AIP 69 entitlement funding) of approximately $2.1 million would again pay for design services.
Jackson said staff also wants authorization to apply for and accept discretionary FAA dollars if they become available at the end of the federal fiscal year. "We are coming before you not only to approve the application as well as acceptance," Jackson said, explaining the need to move quickly if FAA announces discretionary funding. She also noted clerical errors in the resolution (an extra zero that mistakenly listed $50 million instead of $15 million) that staff will correct before second reading.
Commissioners asked staff to coordinate with FAA and CDOT while the county is in Washington in September so county representatives can press for funding; staff said they will also return with the finalized grant agreement for the board to sign at the second reading.
