Council member McDougall and Public Works Director Logan Lee told council a draft NPDS (stormwater/wastewater) permit has arrived that would lower permitted nitrogen discharge thresholds and requires dialogue with state ecology about remediation options. McDougall said the wastewater treatment team has reduced nitrogen output in recent years, and the draft permit imposes a lower threshold the team is evaluating.
Lee previewed an incinerator alternatives analysis to be discussed next week, and described the combined sewer overflow (CSO) pump station project at the wastewater plant that will help prevent overflows in heavy rain events. Lee said the CSO project is a multi‑million dollar CIP (around $3.5M in discussion during the presentation) and involves placing a 10‑foot wide manhole over the main intake to allow wastewater to leave the pipe during overflow events. The city will bring the incinerator alternatives analysis to council next week for a substantive discussion.
