Council amends solid-waste code, enacts art-in-public-places changes in unanimous votes

Development Services Manager Cole Elliott presented a clarification to Federal Way Revised Code 19.1.25.150 about required solid-waste enclosure heights and clearances. Elliott said the code as written had been interpreted to require a 21-foot overhead clearance in some contexts but staff recommended limiting the 21-foot figure to parking-structure interiors and using an 11-foot opening requirement elsewhere. Council moved the proposed amendment forward and set a second reading and enactment on August 11.
Separately, the council held a second reading and enacted Council Bill 940 to amend the city's Art in Public Places program. Councilmember Sessoms moved approval and the ordinance passed on a unanimous vote. Public comment earlier in the meeting had urged broad arts-commission participation in project selection and urged inclusion of new construction and significant remodels in the arts threshold.
Both measures passed without recorded opposition. Staff confirmed the solid-waste change is intended as a cleanup to match original intent and avoid an unintended 21-foot requirement outside parking-structure interiors.
