The City Council approved a package of objectives for the Economic and Community Development Advisory Committee (EC DAC) intended to build the committee’s institutional knowledge before it offers policy recommendations.
Economic Development Director Sarah Wilpole outlined a tiered plan: committee members will help produce a street-level business inventory (dividing the city into quadrants and documenting vacancies and occupancies from public rights-of-way), then review existing façade and building-improvement incentive programs and benchmark those against peer cities. The committee is not to engage businesses or conduct code enforcement; staff will provide training and binders and will coordinate with planning and zoning and fire on any compliance follow-up.
Councilor Campos moved to approve the objectives and Councilor Marsh seconded; council approved the recommendation with Councilor Bolton absent. Wilpole said the work will feed an August review of economic-incentive policies and help the committee deliver practical policy recommendations without committing city funds directly until specific proposals are brought to council.
