Federal Way swears in three police leaders, Mayor administers oaths

Mayor Farrell administered the oaths of office July 21 as the city and police department recognized three promotions in a brief ceremony before the council meeting. Chief Wong introduced the officers and described their service records.
"It is my pleasure this evening to introduce, publicly recognize, and celebrate the promotion of 3 outstanding individuals," Chief Wong said, presenting Lieutenant RB Blackshear (to commander), Corporal Chris Mickelson (to lieutenant) and Officer Sarah Montjoy (to corporal). Family members pinned badges during the ceremonial portion of the meeting.
Chief Wong outlined each officer's experience and assignments in the department: RB Blackshear was cited for leading special investigations and prior assignments including school resource oversight; Mickelson was noted as a 26-year veteran with hazardous-devices and post-blast training; Montjoy was recognized for work as a school resource officer and for crisis-intervention training and peer-support policy work.
The promotions were ceremonial and did not require a council vote. After the oaths, Mayor Farrell and council members joined attendees in congratulating the promoted officers. The event immediately preceded the remainder of the evening's council agenda.
