Council advances first reading on animal-control changes and pet-shop sourcing; agrees to notify local pet retailers

Council members reviewed a first reading of changes to Chapter 2 (animal control) that revise definitions of prohibited animals and allow certain facilities (zoological parks, aquariums, educational exhibition facilities) to house otherwise restricted animals under safety requirements. The proposal also would require pet shops to source dogs and cats only from municipal or county shelters, qualified non-profit rescues or approved agencies and to keep documentation for inspections.

City staff and the attorney discussed implementation. The city attorney noted the draft, as written, would be immediately effective and that the council could add a delayed effective date or an accommodation period for existing businesses. Several councilors urged a reasonable transition window to allow retailers to exhaust current inventory. The city attorney and staff suggested six months would be adequate for typical turnover (8–12 weeks), and council consensus favored notifying four local businesses (Petland, Texas Puppy Company, Junior Pets and one at Gold’s Gym) and returning the ordinance for a second reading and discussion on Aug. 4.

Staff recommended the change as a local analogue to San Antonio’s ordinance that aims to reduce commercial sourcing of dogs and cats. Council did not finalize notice language or an exact delay length beyond agreeing on a period approximately six months; staff will prepare the ordinance text and formal notifications for the next meeting.
