Council approves Sunrise Engineering utility study; city to supplement grant

The City of St. Louis Board of Aldermen voted April 15 to accept a proposal from Sunrise Engineering for a utility system analysis and master plan tied to an Idaho energy-efficiency grant. The council approved the contract contingent on minor contract language changes requested by the city attorney and authorized a city supplement to fill the grant shortfall.
Director Squires, who presented the proposal, said the grant-funded study will examine hydro plants, substations and the distribution system and will inform long-term planning. "This study has to be completed by September 10th," Director Squires said. Council members also discussed including city staff time in the project; some grant funds were set aside to compensate staff involvement.
Council debated fiscal details before amending the motion to specify a city contribution to cover the difference between the grant and the full scope of the study. The motion to approve Sunrise Engineering’s proposal with Attorney Smith's contract edits and to supplement the grant passed by voice vote. The council directed staff to finalize contract language and noted the study deadline and deliverables to the grantor.
