Balcom said the removal of the Mid County Highway (M‑83) from the county master plan and the pause of other projects left the corridor without expected capacity. "So we need this transportation study," Balcom said, adding that recent approvals for more housing in Clarksburg increase the urgency.
Staff presented the resolution language and supporting materials. Mr. Kenny said the staff packet includes a racial equity and social justice impact statement and noted the appropriation "has the potential to advance racial equity and social justice in Montgomery County." He also reported a fiscal effect described in the staff materials as "point 14% reduction in general fund reserves in FY '26 based on the approved FY '26 budget."
