"I wrote a lot of it. I'd say I wrote 85%," Palmer said, and members thanked staff and volunteers for photographs and archival research that supported the submission. The commission also approved a separate motion authorizing Jennifer Giller to sign the application documents if Palmer is unavailable, to avoid delay in filing.
