Parking demand emerged as a central operational concern during the hearing. Staff noted the applicant requested an exception to the parking standard and that the proposed site plan shows 54 spaces for the main facility; the applicant has argued residents will not drive and that demand will be primarily staff and visitors. In discussion staff and commissioners pointed out differing counts and matrix points depending on whether the proposed independent duplexes are included as part of the parking total.
Erin Brando, director of operations for Marquee Companies (operator of Hope Village on Ivy Street), testified she has direct experience with a facility of the same size and said measured visitor counts and parking occupancy show higher need than the applicant reported: "On average, Hope Village has 25 visitors to the assisted living a day and eight to the memory care... Our average parking right now 75 per day." Commissioners asked the applicant to clarify how many spaces are credited in the matrix, whether visitors are reasonably accommodated, and whether scheduled deliveries and staff overlap were included in the staff‑demand model. The commission asked the applicant to return with clearer parking tabulations in the May 18 resubmittal.
