The Canby Planning Commission on April 27 continued a public hearing on DR25‑03 and CUP25‑02, a proposal for a 56,500 ft² senior living and memory care facility at 1300 South Ivy Street, to a date certain of June 8, 2026. Staff recommended approval of the applications with 48 conditions, but commissioners said they wanted more detailed revisions on access, parking counts, and design‑matrix scoring before a final vote.
Associate Planner Briana presented the staff report, describing the project as “a two‑story 56,500 ft² senior care facility. It will have 80 assisted living beds and 22 memory care beds for a total of 102.” The staff report noted a proposed 54 on‑site parking spaces, a traffic study projecting 19 AM peak and 25 PM peak trips (weekday total 282), and several exceptions requested for driveway spacing and loading standards.
Commissioners pressed staff and the applicant through an extended Q&A about driveway alignment on SE 13th and South Ivy, queuing and left‑turn pocket lengths, whether the traffic study used recent turning counts, and the detailed point scoring in the city’s design review matrix. Public commenters raised operational and neighborhood concerns. The applicant requested a continuance to revise plans and work with staff; the commission voted to continue the hearing to June 8 with instructions that revised materials be submitted by May 18 for packet posting on May 29.
The continuance gives city staff time to review updated civil plans, proposed striping or turn‑lane changes, responses to design‑matrix point questions, and any clarifications requested by the Fire District. The June 8 packet will include revised materials and a new staff report summarizing changes and outstanding conditions.
