Council reviews comprehensive police policy update; vote expected next month

The Jamestown City Council received a detailed briefing on proposed police department policy updates during the Jan. 16 meeting. Jeff, representing the police department, told the council the packet contains about 93 policies, many adapted from League of Cities model language, and that the updates reflect federal requirements and recent national practices.
Jeff said the revisions include new items such as a duty-to-intervene policy, updated search-and-seizure guidance for residences and expanded guidance for interactions with persons of diminished capacity. "There's roughly about 93 there on the list you can look at the drive," he said, noting the packet and a thumb drive were provided to council members and that the League of Cities (KLC) had helped review the materials. Council members were told the city's insurer and KLC representatives had reviewed the draft and that the item will come back for a vote next month after council members have had time to examine the documents.
Council members discussed whether legal review or additional edits would be needed; Jeff said the KLC had assigned a retired law-enforcement advisor to guide the process and that staff would follow up with any recommended changes before a formal vote.
